There's a story by Robert Heinlein called "The Moon is a Harsh Misteress" which is a retelling of the American Revolution in a futuristic setting on the moon. At the beginning of the story, people living there are basically in a prison colony.

That's what rich people want. They want captive populations who must work to survive in faraway places, and who die within a day if they don't work.

That's their ideal.
